My fix actually for this is: Use Steam in Mini-Mode, AND use the parameter: -no-browser with your (Desktop)-Shortcut! Steam runs several Webbrowser-Subtasks and actually there is something not working well. I Guess they have some problems there: The current 21313 Build is not available for ARM Devices at the moment.
